Ex-Police? 1982 BMW R45

On one hand, the BMW R45 is already a super rare find in the US, and that makes it cool to me. On the other hand, this is claimed to be an ex-police bike from Belgium but the listing isn’t overwhelming me with evidence. Is it a police bike? Maybe. Is it just a regular R45 with two blue lights and a siren? Also maybe?

The R45 was BMW’s smallest twin at the time, producing just 35 horsepower. Bike magazine was able to take one up to 95 miles per hour, more than plenty for the for the learner bike status that this bike earned. It was introduced in the late 70s and produced almost unchanged until 1985. This example now has a South Carolina title but it has not been started since it was imported 18 months ago. It will need some work, and the seller notes that the lights and siren are complete but have been disconnected.
